A 14H15, je débattrai de la fin de vie au salon de la franc-maçonnerie dont la 17ème édition se déroule à Paris. A l'issue du débat je dédicacerai ma "Lettre Ouverte à Brigitte Macron - #MaMortMAppartient !"

Hier, j'étais heureux de recevoir l’écrivain québécois Denis-Martin Chabot à la Mairie de Paris 12 puis de l’écouter présenter son dernier livre à la librairie l'arbre à lettres de Paris 12 !
Un militant choc qui fait avancer la société en assumant publiquement, comme moi, sa séropositivité.

Longue réunion de travail avec les Séropotes à la Mairie de Paris 12 : bravo pour ce travail indispensable de soutien et de mobilisation que cette association mène en faveur des personnes séropositives.
Fier d’être membre de cette association et bravo au courageux Roman !

On se souvient toutes et tous de ce qu’on faisait en ce terrible 13 Novembre 2015. Nous étions sous le choc. Plus que jamais nous n’oublions pas les victimes, nous n’oublions pas ceux qui souffrent dans leur chair et dans leur âme.

Merci aux organisateurs, au CNAM, à Sonny Perseil et bien sûr Howard S. Becker de m’avoir invité, 16 ans plus tard, à ce nouveau séminaire sur le cadrage politique de la drogue…
Très heureux de vous y retrouver et honré d’y intervenir non comme tous ces spécailistes éminants mais en ma simple qualité de citoyen engagé et interpellé….

Introduction
Je limiterai mon propos à la France.
16 ans plus tard, même si des choses ont changé, un néophyte de la question pourrait  répéter bien des constats similaires sur la situation française. Passé le choc du sida qui a obligé à repenser bien des politiques sous le biais de la santé plutôt que par la pénalisation, nous sommes vite revenus à nos démons. Avec une nouvelle donnée inquiétante, l’explosion des drogues de synthèse.
La question des drogues illicites reste incontestablement l’un des grands tabous de la classe politique française.
Vouloir mettre en oeuvre une politique globale de prévention et d’information des produits psychoactifs intégrant notamment l’alcool – les 2/3 » des députés ont des viticulteurs sur les circonscriptions – reste presque impossible.
On peut cependant constater d’une part, des évolutions positives dans le constat et d’autre part, quelques éléments pour espérer. Enfin l’indifférence face à l’émergence des nouveaux produits de synthèse est préoccupante.

Un constat de plus en plus partagé
La loi de 70 en France est obsolète.
De quelque point de vue, où l’on se place, chacun l’admet, cette loi n’est plsu appliqué ni applicable. Mais le législateur ne tire pas vraiment de conclusion hormis sur la contraventionnalisation, qui est une toute aussi mauvaise réponse. On y reviendra…
L’échec de notre politique est unanimement souligné.
A la région Ile-de-France, je siège dans un groupe de travail consacré au cannabis. Nous avons auditionné de nombreuses personnalités qui toutes ont fait le même constat, notamment les policiers : notre échec total… Car si, par exemple, la consommation de cannabis s’est un peu stabilisée récemment, nous restons un des pays les plus consommateurs de toute la zone OCDE. Nous sommes même le 7ème paus le plus consommateur au monde. Et que dire de la prise de médicaments psychotropes en France ?
Les idées simplistes ne dépassent plus les campagnes électorales.
Durant la dernière campagne des élections régionales, l’une des propositions phares de la droite en Ile-de-France était de pratiquer des tests salivaires dans les lycées.
Cette mesure n’a pas survécu aux élections et a été vite enterrée. On a vécu ça aussi avec les salles de consommation à moindre risques, même ça reste encore un peu contesté chez certains élus conservateurs.
L’explosion de la consommation des drogues de synthèse et de dérivés (et détournements) de médicaments est unanimement constatée… Mais on n’en tire aucune conclusion.

Quelques éléments d’espoir
Alors que quasiment tous les pays européens qui entourent la France ont compris l’intérêt de créer des salles de consommation à moindre risques, la France a enfin fini par accepter d’en faire l’expérimentation. Deux salles existent désormais à Paris et à Strasbourg. Loin de répondre aux besoins ! Et toujours l’expérimentation…
L’effet contre-productif de la prison pour les simples consommateurs semble enfin une évidence pour beaucoup En France, la fausse bonne idée des contraventions est devenue la réponse. Évidemment cela ne gêne pas ceux qui ont les moyens. Quant aux autres …
Le vote à l’unanimité de l’expérimentation du cannabis thérapeutique.
Ces jours-ci, l’Assemblée nationale a surpris plus d’un observateur. Alors que même le sujet du cannabis thérapeuthque dont les effets bénéfiques pour certains malades sont reconnus dans de nombreux pays et depuis longtemps, il aura fallu attendre octobre 2019 pour que la représentation nationale arrête d’user d’arguments obsolètes et non scientifiques.
Pour une fois la santé publique passe devant la moralisation. Santé publique et moralisation ne font jamais bon ménage.
Pendant deux ans, à partir de janvier 2020, 2000 malades pourront bénéficier de l’expérimentation.

Le silence assourdissant des pouvoirs public face à l’explosion des drogues de synthèse.
On le sait, depuis une dizaine d’années, un phénomène explose : l’utilisation des drogues de synthèse et des dérivés de médicaments dans les milieux festifs ou encore dans la communauté gay.
Le phénomène est inquiétant avec des morts, des comas, des « Ghole » souvent le week-end et aucune grande métropole n’est épargnée.
GBL, GHB, MDMA, produits dérivés de médicaments, médicaments détournés, comme la Kétamine sont largement répandus désormais.
La Chine et d’une moindre mesure l’Inde, mais aussi les Pays-Bas avec la MDMA,  inondent nos marchés de produits dont on ne connait pas réellement la composition.
Les États ne peuvent plus réagir toujours car à peine ils interdisent une molécule qu’une nouvelle est créée et parfois peut même circuler légalement.
La police ne peut plus empêcher ces trafics à moins de mettre un policier derrière chaque smartphone sur lesquels sont commandés ces produits, dont certains sont mêmes légaux. Une dose de GBL coûte moins de 50 centilmes…
Que dire de la campagne hystérique contre le cannabis face à l’explosion de ces produits qu’on ne contrôle pas et qui eux tuent ?
Que dire du silence des autorités car hormis des associations, comme Aides ou l’ENIPS, qui en parle et informe sur les dangers et surtout sur les mésusages ?

Conclusion
La pénalisation ne fonctionne pas en France ni ailleurs.
La pénalisation empêche une vraie politique de prévention des addcitions.
Mettre tous les produits au même niveau légal rendra crédible et efficace une politique de prévention basée sur la responsabilisation et l’information et semble la seule solution responsable face notamment à la montée des nouvelles drogues et des nouvelles pratiques.

First of all, I would like to thank the organizer for inviting me to give a speech at the third tianfu culture BBS! Chengdu in October, hibiscus flowers, very beautiful. This is an international metropolis as old and fashionable as Paris. People's kindness and smiling faces make me feel warm and kind! The appearance of tianfu new area is beyond my imagination. There are many amazing buildings, green trees and heavy traffic. It is a miniature of China's rapid development and a huge achievement of reform and opening up. 
I am the member of the ile-de-france region, the deputy mayor of the 12th arrondissement of Paris, and I am responsible for culture and tourism, which explains why I am here with you today.
Paris 12 district gathered France's top craftsman, art atmosphere is strong. We have been committed to promoting cultural tourism, paving the way for artists and craftsmen, providing exhibition and operation space for many artists, and holding cultural exchange BBS with many countries and regions, promoting international and diversified development.

Since 1998, I have initiated the Paris cultural pass program, which gives parisians in the 12th arrondissement free access to art institutions in and around Paris. I strongly support the exchange and cooperation between French artists in Paris and Chinese artists in sichuan. Chengdu nong garden is our important cooperation institution and has participated in the 12X12 art festival for many years. The 12X12 art festival is a major cultural and arts event organized by the 12 municipal governments and 100 ECS cultural institutions in Paris. Today, Ms. Yang li, President of chengdu nongyuan international art village, is also attending the tianfu culture BBS. I would like to express my gratitude to the chairman Yang li!
Paris is an artist's paradise !

As an annual activity in the 12th district of Paris, the 12X12 art festival has been held for the ninth time since 2010, bringing a feast of exhibitions, plays and performance art to the masses. FESTIVAL 12X12 exhibits a variety of art categories in different forms and disciplines: visual art (digital art, video, photography, installation art, performance art, easel painting, pattern design); Performing arts (music, dance, drama, opera, etc.).

The world today faces multiple challenges and conflicts. Countries should join hands to maintain peace and build consensus through cultural exchanges.
French culture minister Frank Riester said that the cultural exchanges between China and France are constantly expanding, including deepening cooperation in culture, film, art and book publishing, as well as cooperation in museum exchanges, cultural heritage protection and digitization of libraries.
I come to chengdu this time to find a new way of cultural exchange between Paris and chengdu, and I want to think with you about how tianfu culture can be internationalized.

From the international perspective, some new trends have emerged in the cultural industry, which deserve our attention:
First, the growth of the international cultural market is accelerating, with the fastest growing in the asia-pacific region.
Second, cultural industry and high-tech industry are closely integrated, with digitalization, networking and intelligentization dominating the future development.
Third, the cultural and creative products of countries along the "One Belt And One Road" are more interdependent in import and export trade.
Fourth, the development of cultural industries in various countries is increasingly unbalanced, and international cultural competition is becoming increasingly fierce.
In the international coordinate, how should tianfu culture show its charm and elegant demeanour?
We have observed that the cultural exchanges between China and France have deepened in recent years. Paris and chengdu are like cultural stars. Chinese artists from chengdu came to live in Paris, and French artists came to live and create in chengdu.
Through communication, our artists can integrate some of your cultural traditions and innovations, and vice versa. As facilitators, we have great satisfaction. Because many Chinese brought their excellent Chinese culture to Paris and were recognized and respected by Parisians.
The world culture, colorful. In my opinion, in the international coordinate, Paris has the cultural advantage and artistic charm of Paris, and Chengdu has the artistic charm and cultural advantage of chengdu. Paris and Chengdu, human temperament, very similar. Chengdu and Paris are shining stars in the sino-french cultural exchange drama. Exchanges and cooperation between chengdu and Paris will be more frequent and fruitful.
In the process of modernization, Chengdu has not forgotten the culture of its ancestors. Three thousand years of tianfu culture has stood the test of time here. From the Stone Age to the jade age to the Bronze Age, everything has been preserved. This is a special contribution to human civilization! In the international coordinates, tianfu culture is a sun god bird!
We have learned that China attaches great importance to the preservation and promotion of handicrafts. For example, embroidery is listed in the list of China's national cultural heritage, so is ceramics, hand-woven, woodcut and so on. They exist in the art of life, or appear in the performance of sichuan opera house, or in the lion and dragon dance in the temple. There are more than 1,000 years of history and world-famous shadow puppets. All these will be the concern of France and the world.

It was important for me to work with the Chinese community in Paris. The Chinese community is very active in Paris, and the number of Chinese visitors to our capital is enormous. Paris is the concentration of Chinese and French culture and culture flow, but also tianfu culture display and dissemination window. We look forward to tianfu culture in Europe and the world to show her unique charm! We have a lot to learn from each other, and culture is our bridge of communication. Without culture, there can be no successful and balanced life.
I know we all have this cultural need. With this common belief, we will be able to provide the citizens of Paris and chengdu with new and more communication services and open up to them the cultural diversity of our two cities.
Together, we are always stronger.
